The Global Conflict Prevention Pool
On 9 September 2003, Jack Straw - Secretary of State for Foreign & Commonwealth Affairs (The Foreign & Commonwealth Office), Valerie Amos - Secretary of State for International Development (The Department for International Development) and Geoff Hoon - Secretary of State for Defence (The Ministry of Defence), launched a new joint booklet entitled: The Global Conflict Prevention Pool:  A joint UK Government approach to reducing conflict.  This HMG booklet is a key source of information on the Global Conflict Prevention Pool, providing an overview of the PoolÕs Strategies, Programmes and Projects. It covers the first two years of the PoolÕs life up to March 2003 and highlights the importance the UK Government attaches to conflict prevention.

The Global Conflict Prevention Pool (GCPP) was set up in April 2001 as a new approach to tackling conflict prevention. Together with its partner - the Africa Conflict Prevention Pool - it represented a major innovation in joined-up government. The purpose of the Pool is to bring together the resources of the Ministry of Defence, Foreign & Commonwealth Office, and the Department for International Development to enable a more strategic approach to conflict reduction. It has forged a more holistic view of how to tackle conflict and brought synergy to the GovernmentÕs conflict prevention work in a wide range of areas such as the Balkans, Afghanistan, the Middle East and North Africa, Nepal and Indonesia.

The booklet is a factual report, which describes how the Pool works and what it has been doing across its 15 priority areas. A detailed and independent evaluation of the Global and Africa Pools is underway, although the booklet does highlight some early successes. These include work in the Balkans and Afghanistan, where Pool strategies have helped to establish security and stability, to develop better ethnic relations, democratic and accountable government, establishment of the Rule of Law, security sector reform and protection of human rights through training, capacity building and other support for conflict resolution. The Global Pool also has strategies aimed at tackling key issues which fuel conflict, such as the easy availability and supply of small arms and light weapons. GCPP strategies cover regional and thematic conflict prevention work, and support to international organisations in this field (including the UN, OSCE, and EU). It currently has 14 strategies, and is developing one for Iraq, which will aim to support work to create a more stable security situation and tackle underlying tensions which might otherwise lead to violent conflict in that country.

peace direct: WAR PREVENTION WORKS
In any conflict there are people who choose the more difficult route of active, nonviolent peace making. peace direct supports them and raises the profile of conflict resolution with governments.     

We identify active nonviolent groups in conflict areas and link them with appropriate groups of supporters in the UK, building an information database for dialogue with governments on the cost effectiveness of war prevention.

In combat you may risk your life to kill others; in nonviolence you may risk your life so that no one else will be killed.

Mr. Takashi "Thomas" Tanemori is a survivor of the Hiroshima atomic bomb. He was 8 years old and less than a mile from ground zero when his parents and many of his family were killed.
